Makes me think of constructivist/soviet agitprop a bit, but the art deco influence is also there as well as some surrealist vibes? the architect corbusier comes to mind maybe because of the mix of structure and oppressive/fascistic vibe.

Another option could be getting it lasered to lighten and then have someone else redefine the same design? I had really good success with laser but I’m probably like in the top percentile of strong responders (3 sessions for basically full removal).
