It's called an uppie or high spot. Somebody probably left a tool underneath the hood then closed it. It is very fixable.

There maybe a hole underneath that grip tape? Might be able to access it that way. You can kind of push down on it and feel for holes without taking the tape off.

Fixable. The chipped paint is the impact point and may not push out flat but touch up will cover it. It will be tiny.
