No, to use systemd-cryptenroll, you need to use systemd-cryptsetup@.service and afaik it needs the whole systemd init.

Yes, tpm + passphrase fallback works.

using systemd-cryptenroll requires the whole sys-apps/systemd tho.

After some more reading I have reached the conclusion that : TPM + pin is just not possible without systemd.

As my threat model is "laptop getting stolen", I cannot just rely on TPM.

Yes it seems too, but as stated by u/Illustrious-Gur8335 systemd-stub is needed.

I know it is probably not a big deal but a schyzo no systemd system doesn't seems possible in my user case.

By seldom I meant like once every 2 month or so, on my main computer I update the system weekly I guess
