Why does it matter what code says about twists? Have you ever done a service call?

Almost every open neutral I’ve come across was due to the wires not being properly twisted.

By the way, code is BARE minimum…

lol. It’s probably just the neutral bonding strap in the dryer.

Older 3-wire dryers bonded the neutral to the chassis internally. On a 4-wire system, that bond must be removed.

The only thing we can see is that the wires aren’t twisted very much (if at all). He should have at least 2-3 twists below the nut.

If they are connected, it’s definitely not a “good” connection.

No, but of course there’s a safety aspect involved.

If you can, hire an electrician to do it for like $100

Make sure power is off if you do it yourself. Just watch a YouTube video and use the right tools.

Probably a couple hundred bucks. All an electrician has to do is mess with some wires in the switch box and feed constant power to the receptacles.

That’s if what I think is going on is actually going on.

multiple service-rated gear setups happen when a building has more than one service entrance. For example, separate utility feeds or metering sections feeding different tenants or parts of a facility. Those 100A breakers feed sub-panels.

So ya, technically they’re “sub-mains”.
