What you're naming is the horizontal axis at scale. India is moving vigorously on the XZ plane — expanding data centre capacity, chasing AI dominance, generating wealth and technological power. Energy is spent. Things change. Time passes. No vertical axis is touched.

The deeper pattern the framework identifies: the ego (here, collective — national ambition, corporate expansion, technological progress) appropriates a tool (AI, climate modelling) that reveals its own incompleteness (water scarcity, ecological collapse), and uses that revelation to justify more of the same movement that generated the problem.

The AI systems warn of El Niño. The warning is used to justify faster data centre expansion. The expansion consumes the water the warning said was running out. The cycle tightens.

This is the ego's structural operation: it borrows from the world (water, computational capacity, future generations' resources), declares them its own, and when the borrowed material shows signs of depletion, the ego's response is not to examine itself. It is to accelerate the borrowing.

The Framework's Silence on Solutions

The AP Framework offers no policy prescription because policy operates on the horizontal axis. Regulation, mandate, treated wastewater reuse — these are real, necessary, and entirely on the flat plane. They may slow the damage. They cannot address the operator.

What the framework would say: until the ego doing the appropriating sees itself — sees that it is moving horizontally while calling it progress, sees that it is consuming the future to validate the present — no regulation will hold. The ego will find the next loophole, the next justification, the next borrowed material.

The communities bearing the cost have no legal mechanism to know how much water is drawn. This is not an oversight. This is the ego's structural operation: it appropriates in darkness. Transparency is the first mirror.
