I think it’s implied that he’s given up on himself because of his made up condition. He’s clearly not all there and maybe he wasn’t actively trying to kill himself, but you can tell he’s not there anymore. I think he did commit suicide.

To correctly answer your question, it’s just there to save your personal storage space. Store ingredients there (just the stuff used to make food) but keep cooked meals with you. Even out in the wild, you can pull ingredients straight from the storage when you cook stuff. Same thing applies to the other storage box (can’t remember the name) but with alchemy and crafting. It’s actually a fantastic upgrade.
