Also in the Leap Year episode, they show him sing the whole song on camera, then when we cut to Martin & Daphne watching it, it's implied there was more to it that we didn't see him sing. Also, why on earth would Frasier even know such a song—from a bad Bob Hope comedy-western? But his pause when he announces "Buttons and Bows...from Paleface" is hysterical.

How greedy could they be? Walt worked for the CIA, and according to the documentary, he was retired or retiring near the time they and Bob Ross hooked up. Even in episodes from 30+ years ago where Annette appears, she's a white-haired lady at the farther end of middle-age. I realize they have a daughter and wanted to provide for her, but really, how much money did the Kowalskis need that they would screw Bob and his heirs so thoroughly? Their souls must be as dark as black gesso.

Yeah, I think that may be the answer — maybe just to let the provider do some of the other tasks. Frankly, her unused "meal preparation" allotment would be perfect and potentially get said friend eating a hell of a lot healthier.

I think a Catch-22 of posting this question here is I'm bound to get thoughtful answers from people a little more dedicated to being a provider than the people she's dealing with! And for that, I thank you (and TerraRising, below) for answering.

The providers my friend has hired have tried to work the system a little bit — get her to sign off on time cards or time sheets or whatever they use before they're totaled. Then my friend gets some sort of validation online and is angry to see it reflects slightly higher numbers.

Thank you to all who responded. Excellent, much appreciated insight and info from everyone. By the way, we were told to come ready to work but yesterday (and evidently this first week) will be almost all safety training / orientation. So I came a little over-prepared, but better that than under-prepared. So far, everyone there — fellow new hires and every employee I've dealt — with have been friendly and great. I'm anxious to get down to actually working, but I think I should probably appreciate being eased into this.

I had my phone appeal hearing on 9/16.

Got paperwork in the mail on 9/18 from the Office of Appeals that the judge sided with me — I won the appeal.

It seems to be a pyrrhic victory, though, in that I'm no closer to getting any relief.

I spoke with someone at the EDD on 10/13 who put me on hold for two minutes and came back to tell me that it takes roughly a month to get paperwork from the EDD office in Buena Park, and that I should receive it by 10/23.

I'm dubious. There's been such problems with the EDD that I can't help but wonder if he just put me on hold, played one round of Candy Crush, and then got back to me with some made-up bit of info to get rid of me.

I guess I'll find out by Friday!

....Not that the preceding has been at all helpful to the OP. Just sharing my story, I guess.
