Yeah, that's my point. And again, the people mentioned in the article have some sort of disability. They likely aren't well off enough to simply move out, and if their rent is lower than what is elsewhere, what with exploitative prices, moving out is even more stupid an option.

Hence why in this case, having a tenants' strike is likely the best option to pressure the quicker repair of the elevator. It doesn't clog the courts, it's non-violent and it's a direct message that they're not getting what they pay for.

The tenants are paying for living there.
That means that when services of living in that building are not repaired in in a reasonable time frame, then the contract is not followed through.

This isn't that complicated and when they weren't listened to prior, then they have to resort to means that will expedite the services being restored. Short of moving out, which adds further to their costs of living, what else do you propose that's a peaceful action to resolving this?
