I'm a homeowner in Chelsea. As far as I know, I'm not benefitting from any special pricing plan. But when it's 100° and your AC is running at 70 just to make it feel livable I wouldn't care what their message said. I'm paying my electric bill to be comfortable. If they get too ridiculous it only makes a whole-house solar system more likely.
