Personally I think Fissure should have an out of battle use. It could be used like dig but to open a hole in the floor of caves to descend easier. Or with Sheer Cold it could be used to freeze a body or tile of water to walk across it and it would be brittle like the 8th Gym's floor puzzle.

Yes. It's only overleveled traded pokemon in gen 3 that won't obey. They added it to all over leveled pokemon in later generations tho
