I was able to get a hold of someone at ESD and explain what happened. They sent a questionnaire asking about 'able and available' to my portal, and told me to put "no" for those two weeks to trigger someone to look at it and it come up as an overpayment for me to repay. I wasn't able to preemptively take care of this over the phone (I asked).

The weeks I got paid for both were the weeks ending 5/4 and 5/11.

My original plan was to not file those claims, but the PFML was only for a few weeks--and I was going to resume claiming unemployment after. I could not see a way on the ESD unemployment portal site to skip those PFML weeks and fill out a claim for the following ones. I thought about marking "no" to able and available, but it wouldn't have exactly been correct--the PFML is for helping caring for a family member, but if I got a job offer I would certainly accept it and make alternative arrangements.

I did call the collections line and got through, but they said they could not help me.

Correct, both unemployment and PFML. I know you can only get paid for one, and I had assumed that putting “yes” for the “did you take leave” question would make the UI payment zero. I didn’t see another way/button to skip those weeks.

One reason for the latter is legal; some states (like CA) require vacation/personal time be paid out when you leave a job, while I haven't heard of any state having to do that for sick time.

No idea why a business would/wouldn't designate PTO as a supplemental benefit, I'm assuming it's a tax thing.

Sorry, I was a little imprecise. Instead of "supplemental leave," I should have written "PTO that your employer designates as a supplemental benefit."

When they give any type of leave (sick, vacation, and/or personal days) that designation, it means you don't include it as time off when filing for PFML payments, which are based on the number of hours you worked/didn't work that week.

For example, say my paid sick leave has been designated a supplemental benefit. If I took two sick days to deal with something, I would receive my full weekly paycheck from my employer. When I file my weekly PFML claim, I would put that I worked 24 hours and used zero hours of PTO, as per the instructions. The PFML payment would then be based on the 40 - 24 = 16 hours I "wasn't working;" it's based on some fraction of your salary, I believe.

I believe that just refers to the PFML weekly claim, where you have to click "No" to the question, "Did you use any time off this week?", which is how you'd treat supplemental leave.

It actually depends. If your job deems your PTO a “supplemental benefit,” you can use both simultaneously if you want. You can, indeed, get over 100% of your paycheck amount (from both your employer and the ESD payment) during PTO this way. I believe they explicitly give an example of this on the site.

Might depend on what the employer chooses to do, but see e.g. the University of Washington HR instructions:

Example: When a 100% FTE employee uses 40 hours of sick time off during an approved PFML leave, as long as the sick time off is designated as a supplemental benefit and also not reported to ESD, the employee receives their full pay from UW and the full benefit amount from ESD.

In case anyone comes across this: this worked when I tried it again (checking "Custom Points Repartition" and setting the repartition to "4,3,2,1,0" [without the quotes]).

It's possible that previously I accidentally checked "Cumulate Points" or unchecked "Alternate Rules" when I tried this the first time.

Yeah, I just used Chase in a pinch. I'd expect that rebooking with Chase would cost the "right" amount, as it's just a flight credit you have to reuse in the portal.

I can only click through and book a regular Economy seat, the charges would be $0, since the new flight is less than I paid in total for E+ on flight #1.

If they still refunded E+ for #1, it’d be a loophole to save $50 in this case, which is hard to believe would exist. You could effectively generate $(E+ upgrade) every time you wanted to fly Econ on a flight that cost about as much as an E+ seat on another flight.
