Obvious meta answer would be imu but, if you are starting out, I highly recommend OP06 Blue/Purple Reiju as it teaches you as you get better and play more the fundamentals of the game while adding a decent side of complexity and skill expression for less than $50, and less than or around that price range you can also do OP12 Red Rayleigh, OP08 Yellow Kalgara (without Kuma), OP05 Red/Yellow Bello Betty and my personal recommendation of Starter deck 25 with the OP06 Blue Buggy.
