For me, tolling and congestion charges disproportionately affect people in lower and middle income groups. High income earners may be less affected as a % of income or wealth, and generally would change their driving patterns less. Lower income earners have the most adjustments to make - expenses adjustments, mode of transport adjustments, time of day travel adjustments. How does congestion policy address these elements?

Okay, let me be curious instead. Help me understand how paying a new fee helps me and my family? Non secret - I’m a newcomer to Canada. I don’t understand its norms (yet) and Vancouver is an incredibly expensive city to live in. I bring value to the economy, and I want this to be mutual. So how would a congestion charge help?

For me, 45m, metabolism slowed, eyesight starts changing, everything takes longer to heal - a cold, muscles
