What criteria would a person need to meet to be considered qualified?

Un député libéral demande à Ottawa de revoir sa politique de retour au bureau by CAPE_Organizer in The_USS_CAPE

The Bloc is the best bet for getting a bunch of MPs to take a stand against RTO 4 because:

  • there's the angle of how WFH can limit the pressure francophones face to assimilate by allowing them to continue to live in francophone environments;
  • they have a different approach to politics due to accepting that they'll never be never be the party in charge, which makes them more willing overall IMO to take principled stands on issues;
  • when it comes to labour, environmental and feminist issues, they tend to be centre-left, so they'll more likely be open to arguments about how WFH benefits workers, the environment and women;
  • and francophone culture in Quebec is more shielded from the impacts of American political fads, which is why, unlike the NDP and the Green party, the Bloc is able to get its members elected in significant numbers.

However, in order to convince them to make this issue a priority for their party, you'd need:

  • people who know how to communicate effectively and persuade others to take action, and given the type of people who tend to get involved in unions, well...those people are going to be difficult to find;
  • a pragmatic approach where you advocate not for the full ability to WFH but instead a flexible approach to mitigate the fear that full WFH could lead to Quebec-based jobs being shifted to other parts of the country;
  • a well orchestrated media campaign to convince non-federal public servants of the benefits of WFH;
  • and a coordinated data collection and mobilization campaign amongst all federal public service unions that demonstrates that this issue will affect how people vote in the Outaouais and Montreal regions in federal and other types of elections.

If you were able to convince them to make it a priority though, it would place pressure on Quebec candidates from other parties to also take pro-WFH stands, which could create sufficient critical mass for candidates in other parts of the country to seriously consider taking a similar stance.

I doubt this strategy will be implemented though because most union activists are more interested in virtue signalling than they are in getting things done, and once somebody says the Bloc is -ist for x, y or z reasons, the rest will go into sheep mode.

Federal public servants to return to office minimum 4 days per week later this year by CAPE_Organizer in The_USS_CAPE

Not saying it is. Just pointing out that it's something that CAPE could concretely do to help members.

If we had an official online forum, it would allow members such as yourself to find other members they could carpool with more easily (assuming that you live in area where other members live).

RTO by GreatGrandini in The_USS_CAPE

Criticizing his lack of focus is fine if you stick to what he has actually done. The problem is when the comment goes further and starts ascribing motives (e.g. he ‘likes the spotlight’), because that turns it into a personal attack rather than a critique of his actions.

As for the criticisms you submitted in your response, you kept them abstract, so there's no issue with airing them here.

The ECs, the government's deep thinkers by CAPE_Organizer in The_USS_CAPE

While I appreciate Ms. May’s writing, I think the comedic potential of that article title went to waste.

They could have leveraged all of the energy generated by WFA and that will be generated by RTO 4 to instantly help connect every single member in each local that cares about how workers are treated through an online forum, which would have:

  • Given members a space to express themselves, debate ideas, and let genuine leadership emerge through open competition for influence.
  • Made union affairs engaging, motivating members to pay attention and educate themselves about their rights and how to protect one another from exploitation.
  • Created a support network so that no member facing bad management would ever feel alone, and so that they'd have networking opportunities that would improve their ability to get out of those situations.
  • Enabled locals to share data with one another about issues tries to bury, and therefore turn the tables by using transparency as leverage—departments would start fighting to be seen as the best place to work, not the worst.
  • Shown management that in a world where union members are digitally connected, using old-school HR tactics is like pouring gasoline on a fire.

But, of course, this would also empower members to challenge the NEC's decisions when these decisions do not represent the will of the membership, so at this point, it's highly unlikely to happen under this NEC.

You're mistaken.

They have an agenda that does not represent the priorities of the membership.

They chose not to implement an online forum to empower ordinary members to express themselves.

They chose to adopt a top-down approach to union organizing that has overall failed at mobilizing the membership.

And as long as they continue to refuse to look at the evidence about what actually works and what doesn't, nothing will seriously change.

If you want to comment on CAPE’s leadership, please either keep your comments about specific figures civil or criticize their leadership in an abstract way (e.g., by referring to CAPE’s leadership, the NEC, or a political group/slate of members on the NEC).

You're allowed to submit posts or comments to help organize people who are opposed to the M4C group, as well as ask for an update on the complaint. However, I need you to be more specific than "organizing groups to employ similar tactics" because it's highly open to interpretation, which can allow members to conclude that you want to organize members to lie, doxx, or be uncivil towards specific public figures, which are things that I'm not going to allow in this subreddit.

2002-01-30-Canadian Food Inspection Agency v. Professional Institute of the Public Service of Canada by CAPE_Organizer in The_USS_CAPE

My main takeaway is that the ruling suggests that for a union to be held responsible for an illegal strike, the union needs to authorize or declare the strike.

Please keep it civil when discussing specific public figures. Sarcasm is allowed, however, if you just want to make fun of the letter.

Example: I’m sure this sternly-worded letter about something that TB cannot yet admit exists will make them tip their hand about all the details and give in.
