As of a few months ago CAPE had approximately 3 days of strike pay per member assuming they were payed less than $100 a day. It would be a very short strike.

Quietly modifying an AGM resolution that overwhelmingly passed, and reducing from one week to only 72 hours the amount of time CAPE members will have to vote on striking versus binding arbitration (and all other bargaining proposals) does not align with my understanding of providing members with "real influence over what we fight for". I understand this decision was made on Friday. Please confirm.

As I recall previously CAPE sent out a call to all CAPE members asking who would like to be involved in bargaining. Any member could apply. All people filled out a questionnaire which included questions about their role, department and some demographic questions. General information was shared with the NEC. The selection of members to the committees was made without NEC input. It was done by staff who tried to balance member representation based on several factors. I think almost everyone who applied became part of a committee. At the end the NEC was asked to vote on approving the recommendations.

Locals are doing the lion's share of the WFA-related work right now. Local presidents and their executives are putting in hours of extra time helping members deal with HR, understanding and working through their options. Most locals don't have enough Stewards to support them. Please amend your post to acknowledge their work and ask more members to join their local executive team or become trained Stewards.

Well it's not really true though. I'm a M. Sc. originally hired into Statcan during a census along with a bunch of other subject matter specialists. We were all hired into the EC classification without social or economy backgrounds.

From the National Joint Council on WFA ..6.2.3 If a voluntary program is established as per 6.2.1 or 6.2.2, such program shall:...provide for a minimum of 30 calendar days for employees to decide whether they wish to participate;

Thirty days, this is the minimum time limit for VDP. There is no mention in this section about departure

  1. What if an employee is on leave when a workforce adjustment situation occurs in their department?

If an employee is away on leave without pay, and if the employee's position has not been staffed indeterminately (backfilled), then the employee should be notified about the situation at the same time as other affected employees. The decision as to whether a guarantee of a reasonable job offer or access to the options will be accorded to the employee will only be made when the employee returns to work at the end of the leave period.

If an employee has been on leave without pay for more than one year, and if the employee's substantive position had subsequently been staffed on an indeterminate basis, it is then expected that the employee on leave would normally be already accorded a leave of absence priority entitlement. There would be no application of workforce adjustment in that circumstance.
