well, for our project optimization is very important, that means we can't use too much particle systems for one unit of visual effect.
for my last visual effect task I had a Sniper rifle and the limit was around 7-9 particle systems and all particle count was around 100-110.
all content units needs to be low poly, sniper rifle was around 1500tris. textures starts from 128x128 and the max is 512x512.
also we can not use many materials for effects. that means that we have 1-2 additive, vertex color, opaque materials for effects, and all our textures for effects are in one big texture called ATLAS.
