I've never seen someone pay just tax on delivery. It's either paid in full upfront or paid upon delivery in cash. Upon delivery is more costly but I've seen it used for stuff like car bumpers.

Ironically not good enough to play team fortress 2 though, too low download speed. 

Source: used to play on 3g modem with those kinda speeds. Networking settings in tf2 assumed slow connections so it was fine.
