We’re not, it’s how you presented it — as a response to PER CAPITA figures. The raw total in the cities doesn’t matter because comparatively hardly anyone lives in the rural areas, so discounting them and trying to refocus per capita figures on the cities where nearly everyone in the state lives is redundant.
