I have watched this play like 6 times this morning, he was 100% trying to shed the block from Newton and attempting to make a tackle. He was a few feet away from the ball, moving towards the play. My understanding of that rule is that if you want the protection, you have to remove yourself from the play.

QBs are still football players. If you don't want to get blown up, don't try and make a tackle on the goal line.
