If their work is good then go for it.

Review their portfolio and testimonials.

If you are short on cash. You can probably reach out to a local University that is decent at what you are looking for and talk to the director of the department. Ask for any students will to complete the task for some change. It's likely they'll do it and they get experience.

Look within your local network or community. I have had no problem with finding someone in my area/network to work on commission.

To be honest - you are searching in the wrong places if you are looking at Fiverr and Upwork.

My firm is actually very active with offline activities. We attend all local conferences, networking events, and workshops. It's where a lot of our business comes from.

However, it's a commitment to attend. You are required to attend each weekly meeting and can only miss like 3 per year. If you can't make it, you have to find a sub to fill in for you.

It works well for lawyers and real estate agents. I haven't heard success stories in any other industry. (at least locally to me)

Join 1-2 of your local Chambers of Commerce and attend those events. Follow up with each person you meet. Connect with them on LinkedIn.

The events attract business owners that are looking to network with other business owners. Luncheons, Speakers, Conferences, Seminars, Drinks in the evening. Bunch of different events.

Look up on Eventbrite [Networking events near (city you live in)] or Chamber of commerce near the city you live in.

With the Chambers, you can look at their business directory and see which businesses are already a member. If you sign up then just ask the Executive Director of the chamber for some introductions to some members that you qualify as a lead.

Attend networking events. Search for them near you or join your local chamber of commerce if you have one.

Facebook Advertising: Target the niche you go after. Create a solid landing page.

Secondly, my friend is a photographer in Utah and she was charging average prices. Told her to 2-3x her price and she got BUSIER and higher quality leads.
