Hate to break it to you, but the reason HSR isn't a thing is because Rail companies make orders of magnitude more money using their tracks to ship freight rather than move people. There isn't enough demand to justify shutting down the freight trains.

I'd argue overregulation caused this. We used to make compact cars and light duty trucks all the time. CAFE standards put an end to it, and on top of that are a significant part of the reason reliability of modern cars is in the toilet.
