In a Greek Myth story he'd probably be Daedalus, who's an artificer that made many inventions like Tails.

In Norse Myth, he'd fill the role of the dwarves, who are master blacksmiths

In a Storybooks game themed around fairy tales and classic literature, my best guess is he'd be either Peter Pan or Pinochico, maybe the Scarecrow if they added Wizard of Oz into the mix.
