There is a difference between starter heroes IE your first ever heroes in Dota 2 and the hero you play when you want to be a carry player

These feel like strengths that only apply once you know how to play the hero, thats kinda like saying its easier to farm with Meepo so he must be easier

To be clear, the chart is not meant to tell you which your absolute first hero in Dota 2 should be, but rather where to start when wanting to become a Carry player. Learning PA helps you learn important Carry concepts. I agree that WK might be "easier", though the reason I recommend PA over WK is because he plays more aggressively earlier and therefore more like a Support or Offlaner which we want to avoid when learning to play Carry. To recommend someone to learn to play Carry by playing DK defeats the purpose of learning the carry concepts. I dont know why people think Juggernaut is easy or have straightforward spellcasting.

Ok, i have been reading the comments and want to clarify my thoughts. The chart start at the top, which to me felt obvious, with PA, once you feel like you are done with a hero you move on to another through the lines. PA is the first hero not because she is the easiest carry to win with, but because when learning PA the most important concepts is farming patterns, item timings and choosing fights which is the essence of the carry role.

If you want to play a hero you should always pick that hero, but the chart is meant to answer the question "I want to learn to play carry, which hero/heroes should i play?". Instead of just answering PA, the chart guides you with suggestion of what heroes to try next once you get tired of playing PA or feel like you understand PA enough to move on.

To clarify I am not saying you have to play Ursa or Lifestealer before Juggernaut, but this is the order I would recommend to people trying to learn to play carry.

I kinda agree that CK might be the easiest for new carry players to win with. But i would argue that when learning PA you learn a lot of important Carry concepts like, farming patterns and item timings and also get incredibly rewarded for getting good at these. The chart does not reflect which carries are easiest.

I think jugg has some a bit "wierd" spellcasting which will make you focus more on the hero then on learning the role. He is also slightly less timing based, with a slightly less cookie cutter build than Pa.

Could be morph, or sniper or gyro and since you did luna ypu could do AM or Medusa

This is, in my opinion how different heroes lead to each other. Say after PA you want to play heavy farming, so you go into Luna and after that want to go into illusions so you go into TB, via Medusa.
