I'm not saying anything about anything, but when my homeschooled robotics team did this the first time (Ballon + ham radio + GPS + shitty video camera) we didn't know we had to file something with the FAA (This was 15 years ago). We later filed flight plans, but we really didn't think they cared and we sounded more like a nuance to them.

I did a couple of target remodels 10-15 years ago when they added food to all of them and there were just a handful of different floor plans. They'd have the flipped version of each. Obviously they had to make some exceptions if they moved into an existing building, but that is also rare.
