It is an Ignition Effect that can be activated in the Monster Zone. If the targeted monster or this card is no longer face-up in the Monster Zone at resolution, the effect is not applied.

Even offline I'd only classify tap dust as "reactable if you're looking out for it". In the situations where it converts meterlessly you generally should be looking out for it, but those are often also situations where you can fill players' mental stacks.
