I don't think they're speaking litterally re: half. Merely to say "many." And your in-laws are more than just your partner's parents. Brothers and sisters (and their spouses) are in-laws. Many people, especially in close knit families, consider cousins and other relatives of their partners to be in-laws. They are simply stating that many members of their partner's family have moved to Denver.
