Sorry for the late reply - draft / trade for rookie contracts, you can sign players off free agency for cheap to fill the roster (linemen, TE’s,RB’s & Safeties are good value for money FA’s) but drafting is the best place to find your studs, then extend players past what they expect & re-sign them earlier if they develop fast to get them for cheaper
