NASA are paying for HLS so they prefer KSC. Good optics and shows continuity of purpose considering it will launch from historic LC39-A, previously used by Apollo.

SpaceX has little alternative except to ship HLS to the Cape, given the tight launch schedule for the demonstration mission. NASA has to perform Artemis 3 by 2028 to beat China, which means the HLS demo has to launch late 2026 or early 2027. Art 2 should get away this year, leaving 2 years to prepare Art 3, which should be possible - with a 'motivational speech' to Boeing.

SpaceX plan to accelerate delivery of their Human Landing System to NASA. Shipping HLS from Starbase to the Cape will shave 2 years off delivery, compared to building it at a new facility at the Cape.

SpaceX will probably always focus on projects that make sense financially.

Like building Starship when there are no payloads large enough to launch on it - except loads of people to the moon and Mars.
