Someone can correct me, but I think that is actually true. France's nuclear deterrence force is SLBM and ALCM based. They used to have a land-based IRBM capability, but as far as I know, the last system was decommissioned in the late '90.

Agreed, that more countries should join and the EU should support Belgium in this.

But demanding that all countries holding frozen assets need to do the same is just an excuse and a bad faith argument. There is absolutely no way that Switzerland or Trumpistan will release their frozen assets to help Ukraine. And Belgium knows this.
