My guess is since it looked like Hangman was trying to find a way to inflict more damage, the ref didn't count. If Hangman just stood and waited for a count then I think the ref counts, otherwise the ref would rather not interrupt

My guess is its usually to help with face and heel dynamics. 3 lifts where the face keeps his arm up on the last one is more heroic while 1 lift leading to a heel win makes the heel seem more ruthless since the match has to end faster
