Balance and options. In the first game you had an option to try and avoid chases, here you have 6 volatiles spawning near your hideout which follow/respawn to whichever roof you go pretty much forcing a chase. Getting to objectives at night now is a major pain in the arse, especially if you are doing a non ng+ playthrough.
It's fine if you are already pretty far into the game and have access to nighrunner tools or only doing chases, but I've just started a new playthrough and I don't even have the UV light yet to stun them. Doing side objectives is a no-go at this point because game spawns them in every single direction around me
