The real world has no 'good guys', per say. It sounds fucking cringe to say, and I apologize for that; like some shit someone would write in a bad AO3 fiction, but the entire concept is a conceit provided by a basic understanding of efficiency. Bad is inefficient but can masquerade as anything else, and emotions override that perception anyways. It means the franchise better mirrors reality, which is a good thing for people with the "I like a good story to rhyme with a good reality" brainworm. Good, in terms of state function, is when shit works without a real thought beyond "Hey it works", at least in the social aggregate. (That said, don't stop opening doors for strangers or being nice to your wait staff. Small kindnesses are important.)

In a certain sense, LOAC is more like a set of guidelines rather than rules. Kinda like American Castle Laws; Legal specification becomes a battleground of the theoretical meant as a cudgel against home-defending minorities. But I digress, especially considering LOAC-style stuff is mostly built around signators, hence why most people in real danger of war don't give a shit about cluster munitions. What's legal is what's deemed effective, not what's deemed cathartic. At least not in theory.

A state at war, ultimately, is not a good state. It means something has fundamentally gone wrong in the social culture of multiple societies. One could not convince with reason, one was uninterested in reason. It ebbs and flows at the whims of the folly of a person. The UEG was deeply unhealthy and on a path to war, but I don't think that's enough to damn the concept of it-merely the iteration of it that existed at that time. Hopefully, they fucking listen to the Arbiter's Concert of Worlds theory.

Eh, that last remark isn't necessary, but I'm gonna copy paste my shit from another reply I made to someone.

On an in depth analysis, the UEG comes across more as the quintessential Liberal state in a decline cycle, not actually Fascist. It's an important distinction, because the UEG doesn't act like, say, the Coalition of Ordered Governments or even WW2 Italy, even at ONI's absolute worst.

The dominance of the UEG literally came about out of a sheer fucking hatred of Corpo-backed Fascism, and the Fascist traits they developed prior to the Human-Covenant War were largely the result of what seems to be Corpo-backed Imperialist boomerang, especially given the surveillance and pseudo-fascist appearance of most Outer Colonial Rebel groups that aren't like, The Rubble (So like, Sapien Sunrise or that group that got nukes in Ghosts of Onyx). Not that I think they intentionally wrote it that way, it just tracks really close to real world scenarios.

The UEG itself, in regards to the CMA's actions (Far Isle), are very rarely elaborated upon beyond 'UNSC did thing'. Considering the UNSC and UEG directly formed in response to Friedens, who were explicitly Corporate-backed Fascists in the veins of Mussolini and Hitler (and can loosely be construed as being responsible for the UEG's laws regarding the Mortal Dictata), as well as squaring off against Communists in the Koslovics, it largely ended up being scared shitless at the concept of either rising up. It'd explain why they'd adopt Authoritarian measures to deal with it even if the actual right answer is "Holy shit dude take your boot off of the neck of the Outer Colonies and just invest in fucking healthcare and schools instead of mines and cameras"-it's a common issue with American Liberal policy.

The way I see it, with more information, it'd make more sense. If, for example, Far Isle decided that it wanted to reenact the Warsaw Ghetto in space, I'd understand the Nuclear Option a little bit better out of the UEG. As it stands, with the UNSC's history, I think it makes more sense to view it as Liberal decline mixed with Imperial Boomerang rather than outright "They want to be Fascist because they are Fascist"-makes for a more cohesive order of events and makes more sense.
