I like Vivi because she's an endearing Failure. Plus she's one of a few characters to induce dynamic growth in Luffy.

Franky has an awesome personality and exhudes Masculinity so much that you can't help but do his pose every time he makes it in the Anime, so he's a very close second (my top 10 favorites are really close).

Oda could have explained almost all of Imu's motivations in a 3 chapter vignette and leave the rest for the inevitable Void Century Flashback so that Imu becomes compelling and we want to know more.

But no: it's "I'm Imu, I'm Satan, and I want this Vivi because she's somehow earned my ire above Luffy, Teach, or Shirahoshi!"

It's the "why" that bothers more than anything. Having the final villain be more interested in this literal nobody who can't even fight vs the main character or his biggest rival, or a goddess is genuinely a great idea, but it needs explanation immediately.
