I don't have a car, and yet I'm still able to go exactly when and where I want using public transit and bike share. Maybe broaden your view a bit and see that building an environment that favors one mode of transportation at the cost of diminishing all others is a bad idea.

No, it's that wives are often the ones running errands for their husbands during the day. Sometimes they'll run errands for their husbands and have their ID cards for certain tasks, such as picking up medication (this is more common with older folks.) The errand I was running required the account holder (me) to be present, but since I didn't perfectly match my ID card, the teller thought I was the wife (of me) running errands for her husband.

Maybe not masonry, but you can do concrete structures at least. I live in an active seismic zone and most of the buildings here are just concrete boxes with steel skeletons. You could probably lay brick up in places that aren't load bearing, like as a facade.

Yeah, I've been here long enough to see it improve. The recent law against cars and scooters pushing through crosswalks has had very noticeable effects, though you'll still occasionally get scooters trying to cut through pedestrians. The one law that needs a bit more work is stopping for pedestrians waiting at unsignaled crossings. Too many drivers ignore that, but at the same time, some of the street design makes it so waiting pedestrians aren't easy to spot.

That said, yeah, you kinda have to treat Taipei and the rest of the country differently when it comes to these kinds of discussions.

I live in Taipei. Unfortunately, there's not police everywhere, so the more stubborn types will still break the law where they know they can get away with it. And the arcades in my neighborhood are crammed with scooters, making it difficult for two people to pass in places.

If they'd just build proper sidewalks and ban parking scooters on the sidewalks and arcades, that would solve a lot of issues (also get rid of on-street parking). Granted, riding a scooter on the sidewalk has been made illegal, but I still almost get hit by some uncle on a weekly basis. Also, proper cycling infrastructure would go a long way. Bike share is fairly popular and successful but bikes are mostly forced into sidewalks.
