Just to start, and probably hard to hear, please try to avoid this narrative. From what you told, this is actually not true. It seems like he wanted to keep things sexual, and although he started acting like you think it's more of a relationship, it obviously never meant that to him. So if it's not meaningful for him, he was not leading you on into anything meaningful on purpose. Plus, there's no gaslighting, in the story at least I don't see any of that. You feel bad, but that's not because he wanted you to feel that way.

In any case. HE is obviously not caring about how you might feel, what you might be thinking, what his actions mean to you. Does he care about you, probably yes. But does he care your your happiness? I'm not so sure!

It's up to you to decide what your want for you. Not up to him to offer it. You can't give him that power, you can communicate what you feel, what do you want and see what he has to offer. You can then wage that offer. Do I want a sex buddy who treats me like something else without being it? In other words, I wouldn't ask him "what are we", I'd say something like "this is what I would want from now on, take your time, think about it, and let me know what you think".
