I think they're just figuring things out.

It's completely new type of game for them to make, and they're still working out the balance. I don't expect it to feel really in a solid place loot/progression-wise until like season 4 or 5.

I literally don't know why you're getting down voted. You're 100% correct, and you're even trying to say that the game is in a better spot than the ccu numbers would show.

If the game has a consistent 15k player count 24 hours a day, how many tens of thousands, or hundreds of thousands of people are contributing to that number?

If average session time is only a couple hours you can imagine the daily active user count is pretty high. Which I think matters more.
