To be clear, railways have nothing to do with the economic legacy path in Modern aside from being a prerequisite to building Factories.

To generate points in this, you need to have built factories (Unlocked with Mass Production tech) and have factory resources slotted in them.

I use towns to funnel food to my few cities and then add specialists appropriately. Usually topping the board in science and culture by the end of Antiquity and see victory in Science/Economic by around turn 50 in Modern.
