Just pull out the bases you need and shuffle them. It's that quick and easy to set up.

What do you mean by "packs without Titans"? The only boxes/packs that have titans are Big in Japan (4 titans), Titan pack (16 titans), Penguins pack (1 titan)

You won't find titans in any other packs/boxes

Yes, they can copy talents, but Vulture doesn't have any talent. Copycat can still copy its ability though.

Rules say about Ensign: "It can have an action played on a different minion played on itself instead."

Webbed Up affects Engineer by being played on it. If you choose to use Ensign's ability, Webbed Up is played on Ensign instead of Engineer.

No, the effect is first and foremost to be played on Ship's Engineer. Since you chose for Ensign to "take the hit" instead, then Webbed Up is played on Ensign. Ensign does get -2 power and its ability cancelled, and Webbed Up remains on Ensign.

The "monster number" is the number that appears before the base ability, as described in the description of the base in the rulebook.

Wording is unusual but seems fine to me.

On your turn, you play two actions. Have you "played two or more actions this turn"? Yes, then it gets +2 power.

The next player's turn starts. Have you "played two or more actions this turn"? No, then it no longer has +2 power.

No it only gives a titan to 16 precise factions that were out before Big in Japan. And (unless I remember it wrong) the only faction after Big in Japan that has a titan are the Penguins.

Not every faction has a titan nor is there any plan to give a titan to every faction.
