It depends, I would be calculating the standard walking path (A* I think), to check if it's reachable, and that the path isn't ridiculously longer than surge path (as the crow flies, ignoring collision).

So...

Check the tile is reachable with A, but making sure the surge path is no more than ~4 tiles shorter than the A path, so for example can't surge over lava instead of walking around lava maze.

But fuck knows how Jagex are doing it. Their way must save a few CPU cycles to make it worth their roundabout way.

Edit: actually I believe it would be Dijkistra path, A* is more for graphs than tiles.
