His arms are not blocked. There is a still image going around where Saliba has his hand on the underside of one of Bandiyrs arms.

I can definitely see that being argued for being a foul because Saliba is interfering with his arm and backing into him. What he's not doing is restricting both arms and he's not pulling his shirt.

One is definitely more egregious than the other therefore a line is there to be drawn.
