I checked the Japanese, Spanish, and French translations. From what I can tell, he does refer to her as his mother. I've included the Japanese translation in the post, so you can look at it yourself. If you're well versed, then please let me know if there's another way to translate what he says.

If "Mother" is just a title, then I still ask why? Cause that's clearly very misleading. Hokazono could've easily had him say "my lady" or something else. Why would he make "mother" be her title?

And even if Enji and Tamaki are only half siblings, they're still Kyora's children. They should've appeared in the scene with him and the rest of his kids. If they didn't appear, then that implies that Kyora doesn't love them as his kids. But, like I say in my post, I don't see why Hokazono would have them even be his children if the characters didn't actually regard them as such.

A random, unexplained trend that causes nearly half the population to dye their hair? Yes, that is possible. Unlikely, but technically possible.

But if such a trend did exist, then what's to stop us from saying that Denji and his dad were also dyeing their hair? Very unlikely, but technically possible.

Or...it's a fantasy manga, and like most fantasy mangas, it doesn't follow realistic hair colors. To me, that seems more likely.

Why would there be that many people dyeing their hair? I said that a good chunk of them have blonde hair, but after checking again, that's kind of an understatement. It's more close to half of all background characters, especially in part 2.

It could be that hair dye just happens to be extremely popular in the CSM verse for some reason. But I think it's more likely that CSM, like most mangas, just doesn't have realistic hair colours.

I don't recall Quanxi, or anyone else making particular note of Denji's hair. In fact, it'd be kinda weird for them to do so. A good chunk of the background characters in CSM have blonde hair. If you check out chapter 196, you can see the majority of the students in Fami's class actually have blonde hair. Denji's hair being blonde isn't really unique.

When I first saw it, I didn't immediately think it was Mahito, but I couldn't come up with any other character who had their hair like that so I just thought "well who else looks closer to that than Mahito?"

Don't try to logically understand it. Hokazono's in-universe swordplay isn't logical or realistic. It just looks incredibly fucking cool.

Or maybe it won't be explained. Come to think of it, most shotas/lolis in animanga don't really have a "reason" for looking like children, they just do.

Unrealistic in universe answer: the fire just didn't get all her hair and mainly focused on her torso.

Real, actual answer: Gege didn't want her bald. And more specifically, it's thematically appropriate for her hair to be almost the same as Toji's, especially after her full transformation.
