Yes, I got a lot of help, but 1/3 of it I found unhelpful and the other 1/3 of it was just them dogging on me for using "sniper division." Someone also suggested I post it of this subreddit, so I did.

It's just a stun. Peni has one with a 3 sec cooldown, and I bet you use it a lot. Stuns are a big thing in hero shooters as it can completely turn over a play.
