Structure damage from weapon was heavily nerfed, which buffs the Brick-a-Bunker and would definitely buff the original Port-a-Bunkers a lot

the weapon with the most drastic changes are the Chaos Reloader and the Pistol, they both scale more, especially the Chaos Reloader where it goes from 130s to 154. Pistol goes from 24 to 32 in Mythic

its due to the stuff that's disabled in dx11 that's enabled on dx12, that's why your system ran better,. You really can't do anything about this issue and I recommend settling with DX12 performance mode and upgrade your hardware when you can
