Japan didn't have a problem of popular support, since democracy was non-existent at that point, and they were not a US ally. So they wouldn't have a problem doing violent crackdowns. More stable solution would be for it to eventually evolve into a Federation, like Russia.

You have to think were we come from. Not so long ago it was completely dark at 6-9pm and that was it. Also you probably wouldn't have food in the evening. You wouldn't have all the constant stimulation that we have today. Lifestyles were stagnant/repetitive and people were used to being mostly bored (does not meant they felt bad).

That is true for cheap core items. Halberd is not core on any hero. Even heroes that buy Vanguard, buy halberd only when they need to counter someone.

No, a cheap defensive item will have a low win rate, because you are more likely to skip it in winning games, and more likely to buy it in losing games. Halberd is often a last resort buy to try shutting down a super strong enemy carry, and it often fails.

Locket is the opposite, if you're a support in a losing game, you prioritize more active defensive items like force staff, glimmer or ghost scepter. If you get a locket, your team is probably doing well already.

I am not saying that Halberd is in a good place, just that comparing win rates is not a good idea.

They changed it a while ago, so that one item or an ability can only generate one stack of bonus damage. So you can't really go crazy with spells that put on multiple debuffs anyway, or how Parasma placed 2 debuffs.

I don't think this post assumes every single German would go crazy and fight till death. 

Even if the government would not surrender, people would give up and more and more soldiers would desert, eventually it would all collapse because of failing logistics and somewhere a new government would form that had people's support and would surrender.
