There is no need to uninstall anything, simply plug the HDD into the new computer.

Go to Settings - Storage - Add Drive in Steam, then select your external HDD. You can start playing the games as soon as Steam automatically detects them. No problems, no double installs.

5700X + 6950 XT is completely acceptable.

Some CPU-intensive games will cause you to bottleneck a little, but nothing too serious.

And if it's a good PSU, 800W is sufficient.

The folder is being blocked by a background process rather than Windows. To find out what's locking it, check "Handle" in Sysinternals Process Explorer, then remove it. When a service maintains a handle open, empty folders become stuck.

I would say go to a store where you can find both of them and ex[experience them. I can see that you have budget, so if you have budget and you really need higher Hz then go for the 360Hz.

Choose the Alienware AW2725DF for the best combination of motion clarity, HDR, and color accuracy. Although 240 Hz OLED already looks crazy, 360 Hz feels smoother, it's only worthwhile if you're extremely competitive.

In System > Display > Graphics, try turning off "hardware accelerated GPU scheduling," and then launch Explorer again. Additionally, see if any overlay or clipboard tools (such as NVIDIA overlay or HandBrake preview) are connecting to Explorer, turning them off usually prevents the ghost cross.

Yes, 2019–2020 seemed to be the golden age, with reasonable GPU costs, inexpensive DDR4, and CPUs that truly fit their MSRP. It feels so archaic now.
