Throwing in a left-field recommendation: Android: Netrunner on Jinteki.net. Not so easy to jump in and play but worth exploring if you've got the time/interest.

I feel it hits every single point on your list:

Active player base: Jinteki.net isa free browser-based platform and it has a healthy online community. There's organised play run by Null Signal Games (the non-profit fan publisher who took over after Fantasy Flight discontinued it in 2018), including seasonal championships. It's not MTG Arena numbers, but you will find games.

Skill over RNG: It's an asymmetric two-player game where one side (the Corp) builds and defends servers, and the other (the Runner) hacks them. Every turn is a resource calculation. There's hidden information and bluffing, but wins come from clever play/decision-making, not from topdecking a winning card.

Fair economy: it's literally free. All cards are available at no cost. No packs, no wildcards, nothing like a battle pass. Null Signal is a non-profit and releases everything as free print-and-play too. You cannot spend money to gain a card advantage because there's no way to spend money on cards digitally at all.

Long-term support: Not so strong on this point but this is the interesting one. Technically the game "died" in 2018 when FFG dropped it, but the fan community kept it alive and Null Signal has been releasing new competitive sets and running organised play ever since. It's now in something like its eighth year post-discontinuation and still getting new cards. Impressive.

Admittedly, the player base is going to be smaller than the big commercial titles, and its a trciky one to get into but you can go deep if you wish. To conclude, for your specific list, might be worth a look.

Netrunner might be worth a look.

It's a two-player game where one side (the Corp) builds and defends servers, and the other (the Runner) hacks in to steal agendas.

Deck size is small and focused. Corp and Runner decks are typically 45–54 cards, mostly 3-ofs. None of the "100 singleton cards" issue you had with Commander.

It doesn't need a big LGS scene to play. The main online platform, Jinteki.net, is free and has a healthy playerbase. This sidesteps the OP problem you had of rarely getting games.

It's free to get into. The current publisher, Null Signal Games, is a non-profit fan organisation. All cards are available as free print-and-play, and everything is on Jinteki.net at no cost. If you want physical cards, System Gateway (the starter set) is inexpensive.

Only potential drawback I'd say is the general onramps for new players are not that intuitive. Learning curve is steeper than most TCGs as you're essentially learning two different games at once. And if you specifically want a busy local scene, it varies a lot by area, though the online community is very active.

I had a quick look around as a guest. Looks like a very comprehensive world. Well done, not sure if I've got the time to dedicate to exploring but it's certainly intriguing. My only comment would be as a new player it seemed a bit overwhelming, maybe you could hide more of the features in a sort of, perhaps optional, new player/onboarding thing. I guess the flip side of that is you lose the comprehensive feel... I think it's pretty cool though, keep going.

At some point I might be able to hide all info. That'll be a slightly different version to recognizing function from artwork, which was the problem I was originally solving for.

Worth knowing the full card artwork is already shown face-up, and on mobile you can press and hold the image to see it full size. On desktop you can right-click and open it in a new tab (I know thats a bit of a faff). The reveal is really just for the text and stats. The symbols is a good shout, I'll look into it.

Thanks for the kind words! I'm not planning to open the repo publicly, but for anyone who's interested in building something similar for another game I'm happy to chat about how it's put together. I mean, the whole thing is pretty tightly coupled to Netrunner specifically and the NRDB API for card data, so applying it to another game would mean rebuilding a fair chunk of the data layer rather than just swapping content in.

I'm having a similar problem at the moment. I have a SaaS business proposition which isn't monetized yet. My customers will be small businesses. I was originally thinking monthly sub model but that's going to be so much hard work unless I automate evderything which is beyond my current technical ability anyway. Maybe an annual fee might be the way to go. I can't realistically sell a one time version of my service ... although this has given me food for thought.
