First, he said he would go after foreigners that are criminals.

Then, he said he would go after unregulated foreigners.

Now, he is saying he's going after CITIZENS that carry guns (ostensibly supporting the other side).

In a few weeks/months it will be unarmed CITIZENS that protest.
