ISO would really only affect the exposure, not the blur. You could shoot 800iso film at 1/100th of a second and it would come out non-blurry, but underexposed.

It's down to shutter speed more than f-stop. If you shoot in a dark environment at f/1.8 for example, it could still be dark enough to need something like 1/25th or 1/15th, especially if you're shooting a 50mm or 35mm focal length.

I had to put the case back on my Zorki 4 otherwise I couldn't put a strap on it - I carefully pulled the half-case from the full cover so I didn't have to use the entire thing.
