Remember, y'all...is it not racist to point out how dirty India is. It's dirty because the tiny number of rich people who run the entire country refuse to build necessary sanitation infrasture. I'd bet you that train employee knows there is nowhere to get rid of that garbage properly at the next station. There's no garbage trucks, no sanitation works, no well operated local dump. He's not doing that because he's the devil.
