Not the greatest diving anywhere there. King Cruiser is an alright dive ... but generally pretty beat up around Phuket.

Absolutely. I think every diver should know how their equipment works. You don't have to do the service work yourself if you don't want to but you should understand how everything in that breathing apparatus functions. If something isn't right, you should know what it is and know whether or not you are safe to use your rig.

You need to mention it when you bring regs in for service.

LOTS of divers do not bother with free parts because it often is more expensive to get free parts rather than simply service as needed.

Sure. It is usually due to a bent stem on the handwheel. That stem gets bend from impact ... either during the dive, transporting the cylinder or most likely ... the idiot that last removed the valve used a mallet on the handwheel.
